Is Air Conditioning VAT-Free in the UK? What Homeowners Need to Know

If you are considering installing air conditioning at home, you may be surprised to learn that some systems can currently qualify for 0% VAT.

Modern split air-conditioning systems do more than cool your property during summer. Many are reversible air-source heat pumps, meaning they can also provide efficient heating during colder weather.

When can air conditioning qualify for 0% VAT?

Under current HMRC rules, the supply and installation of qualifying energy-saving materials in residential accommodation can be zero-rated for VAT until 31 March 2027.

HMRC includes permanently installed air-source heat pumps within these rules. HMRC also explains that most modern air-conditioning units are air-source heat pumps, although eligibility must be considered for each particular system.

A system will normally need to:

  • Be permanently installed rather than portable.
  • Operate as an air-source heat pump.
  • Provide heating as well as cooling.
  • Be installed in qualifying residential accommodation.
  • Be supplied and installed as part of the qualifying installation.

Equipment purchased separately without installation is normally subject to the standard VAT rate. You can read the complete official guidance in HMRC VAT Notice 708/6.

How much could you save?

If a qualifying installation costs £2,000 before VAT, the usual 20% VAT would add £400 to the bill. With the qualifying 0% VAT rate, the customer would pay £2,000 instead of £2,400.

The precise saving depends on the system, property and work required.

Heating and cooling from one system

A modern air-conditioning heat pump can provide:

  • Comfortable cooling during hot weather.
  • Energy-efficient heating during winter.
  • Individual temperature control for different rooms.
  • Fast heating without waiting for radiators to warm up.
  • Quiet operation.
  • Improved comfort in bedrooms, home offices and living spaces.

Single-split systems are suitable for one room, while multi-split systems can serve several rooms using one outdoor unit.

Does every installation qualify?

No. The 0% VAT treatment does not automatically apply to every air-conditioning job.

Portable air conditioners do not qualify as permanently fixed air-source heat pumps. Supply-only purchases are also normally standard-rated. Repairs, servicing and unrelated building work may have different VAT treatment.

Eligibility should therefore be confirmed before the quotation is accepted. The temporary 0% rate is currently scheduled to end on 31 March 2027, after which qualifying installations are due to move to the reduced 5% VAT rate unless the government changes the rules.
